Geo-politically, Dr. Julia is from the Caribbean and originated from Guyana, with a diverse ethnic background. Based on this information, her parents, siblings, including herself are originated from a multi-ethnic environment embraced by Christian belief and practices. The marriage between her mother (Mary Da Silva) and father (Francis Da Silva) reproduced 10 sons and 5 daughters. She grew up with her parents, siblings and her grandmother in a home with a diversified business surrounded by several acres of farmland. Julia’s parents ensured that her siblings and she maximize the use of their farmland by the rearing of animals (poultry and livestock), cultivation of the soil (food, cash and permanent crops) in order for them to be self- sufficient. In addition, she believes that education is the key to success that eradicates poverty. Therefore, her siblings and her educate themselves to become doctors, engineers, teachers among other skilled and professional expertise. They also celebrated Christmas, Easter, and other special holidays in a purposeful cultural way. Subsequently, her siblings and her were able to learn how to be empowering, loving, and caring for other people, particularly those who are less fortunate.

“For the seed  shall be prosperous, the vine shall be her fruit, and the ground shall give her increase, and the heavens shall give their dew; and I will cause the remnant of this people to possess all these things” ZECHARIAH 8:12

During Dr. Julia’s early childhood her parents empowered her with discipline to be a good citizen among family, friends, relatives and neighbors. She assisted in taking care of her older siblings' children whilst they were overseas studying. She also participated in religious and other programs pertaining to women, children and youths in her community. Julia’s family, friends, relatives and neighbors were her “village-watchers” for her parents whenever she leaves her home to go to school, shopping and other places of interest. Everyone in her neighborhood networked in a very friendly family-oriented way to preserved neighbor environment. It was therefore critical for Julia to be self-discipline towards respecting herself and other people. Julia’s maternal grandfather, Robert Perry and her paternal grandmother, Ellen Williams passed away during her early childhood, and those were some very bereaved moments. Her grandparents were very empowering, and they also participated in promoting numerous community activities for women, children and youths in an enlightening and positive way.

Julia has been in the business of educating women, children and youths for over 20 years.  Founder, wife, and parent of two wonderful children, bring years of experience to WNWC-YES. She occupied key positions as an elementary, infant, and toddler school teacher at Pathway Child Development Center and at Kids R Kids. She also taught as the Project Head at Friendship Youth Development Center, was Youth Director at the Young Women Christian Association, and served as Project Director and elementary summer school teacher at the First Assembly of God. Currently, she is employed as an Executive Program Director at Julia's Global Enterprise Inc., doing business as Julia's Child Development Educational Program and FestiviTEAS. She also offers her expertise as a volunteer at University of Maryland, University College Alumni Association. Also, she is caregiver at Trinity Assembly of God Nursery. In 2013, she was awarded the "Mother of the Year" for elementary program assignments at Jericho Christian Academy.

Dr. Julia’s educational service remains committed to excellence and she ensures this by remaining up-to-minute on the most current life skill and teaching methods. Updating technology and educational training are an important part of her routine operation.
